I downloaded Pando now I can't get it to uninstall.?

When I go to control panel to uninstall I get two signs..one says that the admin. has set policies that prevent this program from being INSTALLED and then another one comes up that says that I need to see the admin. Nothing seems to make it go away. Tips please. Tks. Oh I have Vista.
